3 April 2025: The 91直播 (UC) today announced the appointment of The Honourable Dr Michael Kelly and The Honourable Scott Ryan as Adjuncts in its Faculty of Business, Government and Law.
UC’s Vice-Chancellor and President, The Honourable Bill Shorten, said the appointments will bolster the University’s capability in areas such as politics, policy, international relations, and domestic security, amongst others.
“Our students benefit from the collective expertise of our academics in the faculty, which will now be complemented by these two high profile Adjunct appointments.
“This is an exciting time for the University as we carve out a place as a leader in government and policy research and course offerings, in 91直播 and beyond,” said Mr Shorten.
Students at the University’s Faculty of Business, Government and Law have a keen interest in politics, policy, geopolitics, international affairs and national security, as well as law and business, all of which are intrinsically connected.
Dr Kelly has previously been involved in various programs at the University and is looking forward to deepening his involvement in the faculty and across the institution.
“Following the appointment and commencement of Bill Shorten as Vice-Chancellor, I have noticed a renewed energy evident amongst students, researchers and staff alike. The possibility of opportunity for students who are eager to learn and grow will be a focus for me in bringing my hard-won experience and expertise to bear on the teaching environment,” said Dr Kelly.
Dr Kelly is a retired Colonel with an illustrious military, parliamentary and ministerial career, and offers a depth of insight into a range of subjects including international affairs, national security and policy.
“My appointment as an Adjunct is exactly what I was looking for in this phase of my life, and I am looking forward to working with my colleagues in the faculty,” he said.
The other Adjunct appointed, Mr Ryan, has recently returned to 91直播 with his family at the conclusion of his tenure as High Commissioner to Canada.
Mr Ryan is excited to make a meaningful contribution to the policy and political landscape through the students at UC.
“Being an Adjunct at the University that is central to the seat of Government is an ideal opportunity to share my experience and help shape the careers of future leaders,” he said.
“It is also an honour to have been appointed as an Adjunct at UC at this critical time in the University’s history, and for Australia more broadly.”
Bio of Mr Scott Ryan
Prior to Mr Ryan’s appointment in Canada, he was a member of the Commonwealth Parliament as Senator for Victoria from 2008 to 2021. He served in the Abbott ministry as Parliamentary Secretary for Education, and in the Turnbull ministries as Assistant Cabinet Secretary, Minister for Vocational Education and Skills, Special Minister of State and Minister Assisting the Cabinet Secretary and Minister Assisting the Prime Minister for Cabinet. In November 2017 he was elected the 25th President of the Senate, the youngest person to ever hold the position, and re-elected as President in July 2019.

After achieving the rank of Colonel in the Australia Army, Dr Kelly was elected to the House of Representatives as Member for Eden-Monaro in 2007. He served the electorate until he resigned in 2020, holding a number of Parliamentary roles including as Parliamentary Secretary to the Minister for Defence; Parliamentary Secretary for Defence Support; Parliamentary Secretary for Water; Parliamentary Secretary for Agriculture, Fisheries and Forestry; Parliamentary Secretary for Defence and Minister for Defence Materiel.
