Fostering Deliberative Engagement in the Public Sector
How can the principles of deliberative democracy be applied in practice to strengthen the Australian Public Service?
The problem:
Deliberative democracy is an approach to politics that emphasises inclusive, informed and reflective processes of engagement. As interest in deliberative citizen engagement grows globally, including in Australia, it is crucial to understand what sets it apart from other modes of citizen engagement and how to implement it effectively.
Our research:
- Commissioned by the Premier’s Department of the New South Wales Government to develop a comprehensive resource on deliberative engagement.
- Drew on decades of research from the Centre for Deliberative Democracy and Global Governance and consultations with NSW Government stakeholders.
- Produced the Guidebook for Deliberative Engagement: Principles and Practices (2025), which outlines key principles and ten practical deliberative methods, from Citizens’ Assemblies to Kitchen Table Conversations, with guidance on how to apply them effectively.
Our impact:
- Provides government agencies with practical tools to identify suitable deliberative methods, adapt them to policy contexts, and address implementation challenges.
- Serves as a capacity-building resource that enhances understanding and awareness of deliberative engagement across the Australian public sector.
- Promotes more inclusive and reflective decision-making to improve policymaking, build public trust, and strengthen democracy in Australia.
The Guidebook provides government agencies with practical tools to identify the most suitable deliberative methods and adapt them to specific policy contexts.
